Empowering Education for a Brighter Future
Putting our students and taxpayers first!
Accomplishments
During the last four years, the district built a state-of-the-art new high school, increasing college readiness and providing access to the newest technology and innovation.
We also decided to maintain and staff Murray Avenue as an upper elementary school, thus solving district-wide capacity issues and lowering class sizes.
All of this was accomplished while staying at or below the Act 1 tax index, which is a tax rate set by the Commonwealth of PA that limits the amount school districts can raise property taxes each year.
Finally, we continued to prioritize student safety by approving the addition of a second School Resource Officer (SRO).
Meet Our School Board Candidates
Michael Berardi
My wife Maria and I have lived in Lower Moreland since 2015. We have three daughters who have gone through all four of our school buildings. Our oldest is now a Sophomore at University of Delaware and we have seen firsthand how prepared she was for university studies. Our middle daughter will be graduating this year and has been dually enrolled in LM and Eastern Center for Arts and Technology (ECAT), our trade school, for Cosmetology. I continue to believe in the value of having ECAT as an option for many of our students as college is not the path for everyone.
I have served on the LMTSD School Board for 8 years. This experience, coupled with my career in Financial Services and my service on several other boards, has given me the necessary expertise needed to guide our school district through these trying times ahead.

I have lived in Lower Moreland since 2013, and I feel proud to be a member of such a close-knit community. My three daughters are currently in 8th, 5th, and 1st grade. Each of them have had an amazing educational experience so far, showing grit and determination that I recognize is a direct result of our hardworking teachers and administration.
Having served on the School Board of Lower Moreland for the last four years, I feel more passionate than ever about continuing the good work that has been done. The opening of our brand new, state-of-the-art high school and the retention of Murray Avenue has led to a reduction in class size at the elementary level, and our district has accomplished this while remaining under the Act 1 tax index.
I have participated in multiple administrative interview processes within our district during my tenure. I also serve on the board for the Montgomery County Intermediate Unit (MCIU). I consistently draw on my own experience in the field of education, and now business and finance, to ask thoughtful questions and make informed decisions when presented with proposals from our administration. My goal moving forward is to ensure a balance that provides the best education and opportunities for our students, while also remaining fiscally responsible to all our resident taxpayers.
Dr. Joseph Frankina
I have been a resident of Lower Moreland for over 15 years, and my wife Maria and I are the proud parents of two children, one attending LM High School and the other LM Middle School. Serving the community as a General Dentist for 25 years, I operate a family practice and act as a school dentist for a local district. Much of my free time has been spent volunteering as a soccer, baseball, and basketball coach for HVAA. I am seeking election as a School Director to ensure that our students continue receiving an exceptional education so that they will become well-rounded individuals. I believe our teachers and administration should have all the means necessary to accomplish this, while still remaining committed to being fiscally responsible to our taxpayers.
Marie Volterano
I have lived in Lower Moreland since 2008 with my husband, Alex and our two children, Alex and Francesca. I have been committed to the service of others for as long as I can remember and enjoy being active in my community. I began volunteering for Lower Moreland organizations shortly after moving to Lower Moreland. Initially, I served as member of the Huntingdon Valley Library Board, then volunteered for the PTA and HVAA.
Now that my own children are older and more independent, I can commit myself to service in the community that requires more time. The open opportunity to serve on School Board of Lower Moreland seemed to be the perfect place to dedicate my additional time since I am passionate about the education of our children, the importance of community, and the value of our educators, school staff, and administrators.
If elected to the Lower Moreland School Board, my intention is to open communication and listen to our resident, understand the issues facing the School District and the township in order to find solutions that promote community, enhance education, and establish trust, while also remaining responsible to all residents Lower Moreland.
Moving Forward…
Understanding that the majority of our residents do not have school age children, and over 90% of our tax base is residential, we need to prioritize future repairs to our facilities while also remaining fiscally responsible. This means that our goal is to remain at or below the Act 1 tax index.
The district needs to address our athletic fields. Our intention is to implement a plan to collaborate with the township and our local youth sports organizations to maximize playing space and the installation of a turf field.
